En 2010 des moyens importants ont continué d’être consacrés à l’observation à la mer tant par la Direction des Pêches Maritimes et de l’Aquaculture (DPMA) que par l’Ifremer, en particulier pour le développement de l’outil informatique pour ce dernier. Les points positifs pour cette année sont la refonte du plan d’échantillonnage et des documents contractuels qui définissent les marchés d’observation, dans une perspective de contrats pluri-annuels ; cet allongement des contrats est un pas vers la stabilisation des observateurs, à même de garantir à terme une meilleure implantation sur le terrain et une meilleure collaboration avec les professionnels ; la mise en place d’une véritable collaboration entre la DPMA, les prestataires d’observation, et l’Ifremer...

En 2011 le programme d’observation a continué à mobiliser des ressources substantielles, et à perfectionner ses outils et produits : évolution et suivi du plan d’échantillonnage, numérisation des bordereaux de terrain, analyse des refus d’embarquements par les professionnels, et édition d’un document de restitution des observations à l’intention des professionnels. L’équipe a également poursuivi ses efforts d’accompagnement du développement de la base de données halieutique et des logiciels qui l’environnent. Characterizing catches taken by different gears as a step towards evaluating fishing pressure on fish communities ArchiMer

To implement an ecosystem approach to fisheries management, there is a need to characterize the total pressure exerted by fisheries at the community level. French onboard observer data were used to derive catch metrics and compare fishing distribution across community components between two sites in the Southern Bay of Biscay. Sample-based rarefaction curves were used to standardize metrics across different active and passive gears, and correct for sample size differences. Six metrics for species, length and functional catch composition were tested. To reduce the practice of discarding commercially fished organisms, several measures such as a discard ban and extra allowances on top of landings quotas (“catch quota”) have been proposed by the European Commission. The Landing Obligation (LO) represents a fundamental change in European Union fisheries policy and it has a particularly significant bearing on the activities of Europe’s fishing industry. This chapter provides an account of European fishing industry engagement with the discard issue prior to the LO and industry attitudes towards the LO. A discussion about discard management in Europe follows. With the development of the ecosystem approach to fisheries, improving fishing selectivity has increasingly been put forward as an objective for management. The aim of this paper is to clarify the limits of fishing selectivity and its use in fisheries management. Fishing selectivity would be better apprehended if restricted to the catching process only, not to the utilisation that is made of the catch once onboard, which falls under catch utilisation. The archipelago of the Azores (mid-north Atlantic Ocean) is an outermost region of the European Union (EU) in which small-scale fisheries are a strong component of the local economy. Bottom longlining and handlining are the most important Azorean fisheries in landing values, fishing vessels and fishers. Despite their high selectivity and low discards, these fisheries can be highly impacted by the implementation of the Landing Obligation (LO). Under the Landing Obligation (LO) fishers will need to reduce or land fish that were previously discarded. In this chapter we look at how they might be able to do that by summarising a number of studies conducted in various European regions. We start by describing a series of “challenge” trials where fishers tried to reduce their discards by whatever (legal) means they thought best. In some cases, they were able to reduce unwanted catches, in others they were less successful. We also interviewed fishers not involved in the trials to ask them what they thought they could do.
